Is the world in dire distress and extreme danger?

As demonstrated in this picture from the BBC this group of people celebrating from the Obama victory are carrying a U.S. Flag with the union down. The U.S. Flag Code states that "The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property." So is this the signal they are giving us? Are we in extreme danger of life and property? One could presume so with Obama's far-left views on abortion and his policies to redistribute wealth. They must be in dire distress over the Obama victory or they are just holding it upside down out of clear stupidity or disrespect. Not that the code applies to them anyway, not being American citizens and all. I think the irony speaks for itself.

United States Code Title 4 Chapter 1 - The Flag

#8 - a. The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.

Hopefully this is a case of stupidity.
