Russian leader Medvedev heading to Cuba, Venezuela

Doesn't this seem a little reminiscent of the cold war? What are we to make of this? Could Russia and other anti-American leaders be mobilizing against America when it is in this moment of economic weakness? At-least this is how it appears to be.
